A coalition of steel-using American manufacturers was alarmed at the pressure the President and Congress were under to impose tariffs on steel imports, tariffs that would hurt the competitiveness of steel-using American manufacturers. They wanted hard facts and data they could present to policy makers that would explain the importance of steel-consuming industries to the American economy, and the potential costs those tariff would impose on them.

THE TRADE PARTNERSHIP prepared reports covering all 435 U.S. Congressional Districts and all 50 U.S. States showing the number of jobs in steel-consuming industries relative to the number of steel-producing jobs. [congressional district report] Coalition members presented these reports at numerous meetings they had with their Congressional representatives and Senators. TRADE PARTNERSHIP WORLDWIDE, LLC prepared a sophisticated economic analysis of the potential costs of the tariffs to employment in steel-consuming industries, which Ms. Baughman presented in testimony at Administration hearings. The Coalitions media team used the study repeatedly to satisfy the medias appetite for hard numbers. Later, TRADE PARTNERSHIP WORLDWIDE, LLC prepared another study regarding the actual impact of higher steel prices, caused in part by the tariffs, on steel-consuming industries. Both studies were used by Coalition members in their contacts with Washington policy makers.
